..Title Authorizing the Office of Emergency Shelter and Services to apply on behalf of the City of Philadelphia to the Department of Community and Economic Development, Commonwealth of Pennsylvania, for funds for a project for the prevention and alleviation of homelessness in Philadelphia. ..Body WHEREAS, The Office of Emergency Shelter and Services of the City of Philadelphia desires to obtain funds from the Department of Community and Economic Development, Commonwealth of Pennsylvania, to alleviate homelessness in Philadelphia by providing emergency shelter, and prevention and essential services to homeless persons; and WHEREAS, Philadelphia has 3,000 individuals on any given night who require emergency shelter; now therefore RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the Office of Emergency Shelter and Services is authorized on behalf of the City of Philadelphia to file a project proposal with the Department of Community and Economic Development, Commonwealth of Pennsylvania ("DCED") requesting up to $1,500,000 in federal funds under the Emergency Shelter Grants program; and FURTHER RESOLVED, That homelessness occurs in Philadelphia and the proposed project will help to alleviate homelessness by providing emergency shelter, and prevention and essential services to homeless individuals; and FURTHER RESOLVED, That the City of Philadelphia will ensure that the full local share of project costs is met and will reimburse the Commonwealth for the State's share of any expenditures found by DCED to be ineligible; and FURTHER RESOLVED, That the Office of Emergency Shelter and Services shall ensure that the environmental review appropriate for the project is undertaken; and FURTHER RESOLVED, That the Chief Clerk is directed to execute a certificate attesting to the adoption of this Resolution and to furnish a copy of the resolution to DCED.
