..Title Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Section 14-1605, entitled "Regulated Uses," by expanding the list of regulated uses to include tattoo parlors and body piercing shops, as defined, all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 14 of The Philadelphia Code is hereby amended to read as follows: TITLE 14. ZONING AND PLANNING * * * CHAPTER 14-1600. MISCELLANEOUS * * * §14-1605. Regulated Uses. * * * (2) Definitions: (o) Tattoo. An indelible mark, figure or decorative design introduced by insertions of dyes or pigments into or under the subcutaneous portion of the skin or by the production of scars upon the body of a live human being. (p) Body Piercing. The process of breaching the skin or mucous membrane for the purpose of insertion of any object, including but not limited to, jewelry for cosmetic purposes. The term does not include ear piercing or nail piercing. (q) Tattoo Parlor. An establishment which is engaged in any extent in providing tattoos to customers. (r) Body Piercing Shop. An establishment which is engaged in any extent in providing body piercing to customers. * * * (3) Application. The following uses are designated as regulated uses: * * * (o) Tattoo Parlors.
