..Title Authorizing the City Council's Committee on Licenses and Inspections to hold public hearings to investigate the current methods utilized by the Department of Licenses and Inspections to enforce Section PM-102.6.3 of the Philadelphia Property Maintenance Code. ..Body WHEREAS, The Department of Licenses and Inspections is responsible for the enforcement of compliance regarding Section PM-102.0 of the Property Maintenance Code; and WHEREAS, Under the Philadelphia Property Maintenance Code a person must obtain a rental license and a Business Privilege License to operate a multiple family dwelling, rooming house, dormitory or hotel; to offer for rent a one-family or two-family dwelling or unit therein; or to own a vacant lot or a vacant building which is used or intended to be used in whole or in part for residential occupancy; and WHEREAS, To obtain any of the licenses issued under the Property Maintenance Code, to summarize, the license application must identify "the owner by name, residence, and business address"; and WHEREAS, It has been discovered an alarming number of applicants fail to provide address information; currently use an address other than their primary residence, such as a Post Office Box; or fail to notify Licenses and Inspections of a change of address, as required by PM-102.6.3; and WHEREAS, In light of these actions it has become increasingly difficult to track owners of blighted properties and lots throughout the City; and WHEREAS, Under PM-102.7.2, owners who fail to comply with the provisions of Section PM-102.0 shall be subject to revocation of their license; now therefore RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the Committee on Licenses and Inspections is authorized to hold public hearings to investigate the current methods utilized by the Department of Licenses and Inspections to enforce PM-102.6.3 of the Philadelphia Property Maintenance Code. ..End
