..Title Amending Section 10-723.2 of The Philadelphia Code, relating to prohibited conduct in connection with the distribution of commercial and non-commercial handbills, by prohibiting the placement of such handbills on private property only if the owner has both notified the Department of Licenses and Inspections the owner does not wish to receive handbills and has so posted the property, all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Section 10-723.2 of The Philadelphia Code is hereby amended to read as follows: §10-723.2. Prohibited Conduct. * * * (2) No Distributor, Distribution Business or other person shall: * * * (d) Place or permit any commercial or non-commercial handbill to be placed on private properties where the owner has notified the Department of Licenses and Inspections that they do not wish to receive such material [or] and which are conspicuously posted against receiving such handbills.
