..Title Amending Title 14 of The Philadelphia Code, relating to "Zoning and Planning," by amending Chapter 14-1000, entitled "Sports Stadium District," by amending provisions related to permitted uses, under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 14 of The Philadelphia Code, relating to "Zoning and Planning", is hereby amended by amending Chapter 14-1000, entitled "Sports Stadium District," by amending provisions related to permitted uses, as follows: TITLE 14. ZONING AND PLANNING. * * * CHAPTER 14-1000. SPORTS STADIUM DISTRICT. §14-1001. Use Regulations. The specific uses permitted in this district shall be the construction, erection, alteration or use of buildings or premises and or land for the following purposes and no others: * * * (2) Accessory uses incidental to the above uses, including but not limited to the following: (a) grandstands, clubhouses, fieldhouses, stables; (b) parking areas or facilities; (c) training areas; (d) restaurants, [commercial] office space, retail sales and services located within the buildings or stadiums; (e) exhibition halls, meeting facilities, banquet facilities located within the buildings or stadiums; and, (f) [housing accommodations, including hotels and motels; and, (g) all necessary public utility facilities.] uses permitted in leases and subleases approved by City Council pursuant to Bill No. 000721-A (approved December 28, 2000), provided that such uses are not violative of the provisions of Exhibit D to Exhibit D of Bill No. 000721-A, entitled "Addendum to Term Sheet Regarding Stadium Uses and Scheduling," and pursuant to Bill No. 000722-A (approved December 28, 2000), provided that such uses are not violative of the provisions of Exhibit C to Exhibit D of Bill No. 000722-A, entitled "Addendum to Term Sheet Regarding Stadium Uses and Scheduling." (3) Commercial uses described in subsection 14-1001(3)(d) (to the extent they are not permitted by subsections 14-1001(1) or 14-1001(2)) may be permitted within the Sports Stadium District provided: (a) That following review and approval by the City Planning Commission of any Master Plan or Master Plan amendment that would authorize a use described in subsection 14-1001(3)(d), such plans shall be forwarded to the City Council for consideration; (b) That the City Council, after receiving such plans from the Planning Commission, deems such uses appropriate by ordinance; (c) That the area to be designated for such use is set forth on the Master Plan or Master Plan amendment and a specific list of uses is submitted, (this list need not be limited to one use for each commercial space within the designated area); and (d) That the specified uses be selected from the list below: (.1) Restaurants, office space, retail sales and services; (.2) Exhibition halls, meeting facilities, banquet facilities; (.3) Housing accommodations, including hotels and motels. * * * SECTION 2.
