Transmitting a message as follows: February 8, 2001 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA I am pleased to advise you that today, February 8, 2001, I signed Bill No. 000180 that was passed by Council at its session on January 23, 2001. I support this Bill and sign it with the understanding that this legislation is not a panacea. This Bill alone cannot and does not address the complex issue of securing quality employment opportunities for low-income Philadelphians. Our City has enjoyed a thriving economy over the past several years and has brought a new energy to Philadelphia; however, it is our responsibility to ensure that our City's recent success is enjoyed by all of Philadelphia's residents, not just some. I look forward to working with the Council President and all of the members of Council to create the programs necessary to ensure that all of Philadelphia's residents share in the economic opportunities created by our City's recent success.
