Transitting a bill amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by adding a new Section 14-1620, entitled "Keystone Opportunity Zone Special District Controls," prohibiting residential uses in certain deteriorated areas of the City and providing for service on the relevant City departments of certain applications relating to the use of property in such areas; and by making certain conforming changes in Section 14-1802, entitled "Criteria for Granting Variances"; all under certain terms and conditions, accompanied by an explanatory letter from the City Representative and Director of Commerce.
