..Title Calling on City Council's Committee on Labor and Civil Service to hold a public hearing to examine and monitor the on-going labor dispute between Colin Service Systems, Inc. and the City Hall janitors represented by the Service Employees International Union, Local 36, AFL-CIO. ..Body WHEREAS, The City of Philadelphia through the Department of Procurement currently contracts janitorial work in City Hall to Colin Service Systems, Inc.; and WHEREAS, These thirty-five janitors, employed by Colin Service Systems Inc to clean City Hall, are Philadelphia residents and members of SEIU Local 36; and WHEREAS, These City Hall janitors have worked since February 1998 without a contract and wage agreement for nearly three years; and WHEREAS, These janitors at City Hall still lag behind the wage rate of other janitors in downtown Philadelphia office buildings and the City of Philadelphia's public facilities; and WHEREAS, The City Council of Philadelphia passed prevailing wage ordinance titled Section 17-107 of The Philadelphia Code which directs contract employees in all service job classifications, including but not limited to janitors, to be paid prevailing wages; and WHEREAS, Despite these on-going labor disputes, the City of Philadelphia re-awarded Colin Service Systems, Inc., in October 2000 the contract to clean City Hall; and WHEREAS, SEIU Local 36 and Colin Services Systems, Inc. and are currently at an impasse on wages and working conditions; and WHEREAS, The Mayor met with SEIU Local 36 officials on January 4, 2001 and pledged his support to resolving these issues; now therefore RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Authorizes the Committee on Labor and Civil Service to hold a public hearing to examine and monitor the on-going labor dispute between Colin Service Systems, Inc. and the City Hall janitors represented by the Service Employees International Union, Local 36, AFL-CIO. ..End
