..Title Directing the Department of Public Property to serve as the lead agency to coordinate a survey, with all City departments and agencies, of all facilities owned or operated by the City of Philadelphia, to determine and provide for the capability of such facilities to display the flags of the United States of America and the City of Philadelphia, and to ensure the prominent display of such United States and City flags at such locations. ..Body WHEREAS, Many City-owned and operated facilities in the City of Philadelphia are ill-equipped to or do not have the present capability to display, in a respectful manner, the flags of both the United States of America and the City of Philadelphia; and WHEREAS, It is the function of the Department of Public Property to ensure that City property is maintained and kept in reasonable repair; and WHEREAS, Where the Department of Public Property does not have jurisdiction or control over certain City-owned or operated facilities, the Department is instructed to act as the coordinating and facilitating agency in the survey of those facilities; and WHEREAS, The Department of Public Property is directed to coordinate a survey of all facilities owned or operated by the City of Philadelphia to determine the present capability of such facilities to display the flags of the United States of America and the City of Philadelphia, and to ensure the future capability of such facilities to display such flags, and to ensure the prominent display of the United States and City flags at such locations; and WHEREAS, Such City-owned or operated facilities include, but are not limited to, all City government buildings where City government offices are located, Philadelphia police and fire stations, public school buildings, City recreation centers, public libraries, public utility buildings, Philadelphia Airport facilities, and other such buildings; and WHEREAS, The Department of Public Property, in conjunction with all City departments and agencies, should, expeditiously and without undue delay, comply with the requirements of this resolution, and the Department is further directed to confer with the Capital Programs Office and the City Finance Department to request of City Council the necessary and appropriate budgetary appropriations and/or budgetary transfers that may be needed to execute the directive of this resolution; now therefore RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That it hereby directs the Department of Public Property to serve as the lead agency to coordinate a survey, with all City departments and agencies, of all facilities owned or operated by the City of Philadelphia, to determine and provide for the capability of such facilities to display the flags of the United States of America and the City of Philadelphia, and to ensure the prominent display of such United States and City flags at such locations. ..End
