..Title Honoring Louis Applebaum on his retirement from the City of Philadelphia. ..Body WHEREAS, Lou Applebaum, Procurement Commissioner for the City of Philadelphia, will retire on January 11, 2002; and WHEREAS, Applebaum was appointed Procurement Commissioner in January 1992 by Mayor Ed Rendell and stayed on at the request of Mayor Street; and WHEREAS, As Procurement Commissioner Applebaum oversaw a $4.5 million annual budget and 300 employees; and WHEREAS, Among the many achievements under the tenure of Applebaum included the purchase of electronic voting machines, negotiating contracts at Veterans Stadium, the prisons, and the airport and computerizing the Procurement Department; and WHEREAS, Applebaum made the department more user friendly by placing bid packages on the Internet; and WHEREAS, Mayor Street commended Applebaum by stating "As Procurement Commissioner for nearly a decade, Lou has helped bring about some of the fundamental reforms that have changed the way our City handles its procurement process"; now therefore RESOLVED, BY THE CITY COUNCIL OF PHILADELPHIA, That we honor Lou Applebaum for his commitment and dedication to the citizens of Philadelphia and for his many successes in modernizing the procurement process in Philadelphia. FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Louis Applebaum as evidence of the sincere respect and admiration of this legislative body. ..End
