Authorizing the City Council Committees on Law and Government and Licenses and Inspections to investigate the reasons why Philadelphia does not permit the use of polyvinyl chloride (PVC) or other plastic pipe for underground sewer connections from buildings to the public sewer and to explore how allowing the use of more modern and cost efficient plumbing materials could reduce the cost of constructing new housing and encourage new housing development in the City.
