Blackwell Regional Branch of the Free Library of Philadelphia." ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. The West Philadelphia Regional Branch of the Free Library of Philadelphia located at 125 South Fifty-second street is hereby named and designated the Lucien E. Blackwell Branch of the Free Library of Philadelphia. SECTION 2. This Ordinance shall take effect immediately. ..End
