..Title Authorizing the Committee on Licenses and Inspections to hold comprehensive hearings regarding "Stop-N-Go" delicatessens and the sale of prepackaged brewed or malt beverages throughout neighborhoods in the City of Philadelphia, and the effects of too many of the same establishments in the same neighborhood. ..Body WHEREAS, Section 9-2000 of the Philadelphia Code sets out certain parameters and regulations for businesses which sell malt and brewed beverages in the City of Philadelphia; and WHEREAS, Some delicatessens or other similar establishments, which sell prepackaged malt or brewed beverages for takeout, attract nuisance behavior including loitering, public intoxication, underage drinking, drug sales and other quality of life crimes; and WHEREAS, Such nuisance behavior and crime contributes to urban blight, the deterioration of the neighborhoods of the City of Philadelphia, and presents a serious threat to the safety, health and welfare of the community; and WHEREAS, The City of Philadelphia, in the interest of the quality of life of the citizenry of the City of Philadelphia, is obligated to examine the effects of some "Stop-N-Go" establishments; now therefore RESOLVED, BY THE CITY COUNCIL OF THE CITY OF PHILADELPHIA, That the Committee on Licenses and Inspections is hereby authorized to hold hearings regarding "Stop-N-Go" delicatessens and the sale of prepackaged brewed or malt beverages throughout neighborhoods in the City of Philadelphia, and the effects of too many of the same establishments in the same neighborhood; and FURTHER RESOLVED, That in furtherance of such an investigation, the Committee is hereby authorized to issue subpoenas as may be necessary or appropriate to compel the attendance of witnesses and the production of documents to the full extent authorized under Section 2-401 of the Philadelphia Home Rule Charter. ..End
