..Title Authorizing the Committee on Parks, Recreation, and Cultural Affairs to hold hearings to investigate the reasons for millions of dollars in outstanding payments to sub-contractors who took part in the construction of Lincoln Financial Field and further authorizing the Committee to issue subpoenas to compel the attendance of witnesses and the production of documents and other evidence. ..Body WHEREAS, The construction of Lincoln Financial Field was a process that spanned over four years and cost over $500 million, including a taxpayer subsidy of over $180 million; and WHEREAS, The hard work of thousands of individuals produced a world-class stadium enjoyed by the Philadelphia Eagles and people from all over the region; and WHEREAS, Kajima Urban Development was hired by the Philadelphia Eagles in 2001 as the stadium-development company for Lincoln Financial Field; and WHEREAS, Kajima Urban Development hired Turner Construction, Keating Building Corp and the McKissack Group as the primary contractors to manage the construction; and WHEREAS, Multiple sub-contractors, including Cruz Construction, Dan Lepore & Sons Masonry, APG America, Roman Mosaic & Tile, Mason Building Group, Berlin Steel, Hispanic Ventures and Central Metals, have alleged that they are owed amounts of money ranging from $250,000 to $1+ million; therefore, be it RESOLVED, That the Council of the City of Philadelphia hereby authorizes the Committee on Parks, Recreation, and Cultural Affairs to hold hearings to investigate the reasons for millions of dollars in outstanding payments to sub-contractors who took part in the construction of Lincoln Financial Field; and be it FURTHER RESOLVED, That in furtherance of such an investigation, the Committee is hereby authorized to issue subpoenas as may be necessary or appropriate to compel the attendance of witnesses and the production of documents to the full extent authorized under the Philadelphia Home Rule Charter. ..End
