..Title Authorizing the Committee on Public Health and Human Services to hold public hearings to examine and investigate the practices and operations of the city-funded Philadelphia Animal Care and Control Association and to investigate alleged events wherein family pets have been euthanized despite attempts of said pet-owners to reclaim their lost pets. ..Body WHEREAS, The Philadelphia Animal Care and Control Association (PACCA) is responsible for animal control, animal surrenders and adoptions in the City of Philadelphia; and WHEREAS, In Fiscal Year '05, PACCA will receive over 2.2 million dollars to provide these services to the City of Philadelphia; and WHEREAS, Alleged incidents have been reported involving the mismanagement of animals under the care and supervision of PACCA, including one incident where a lost pet was euthanized while his owner was on PACCA premises attempting to retrieve the pet; and WHEREAS, Philadelphia is a city that values the life of its residents both human and animal; now therefore RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the Committee on Public Health and Human Services is hereby authorized to hold public hearings to examine and investigate the practices and operations of the city-funded Philadelphia Animal Care and Control Association and to investigate alleged events wherein family pets have been euthanized despite attempts of said pet-owners to reclaim their lost pets; and FURTHER RESOLVED, That in connection with such hearings the Committee is authorized to issue subpoenas to compel the attendance of witnesses and the production of documents to the full extent authorized under Section 2-401 of the Home Rule Charter. ..End
