..Title Amending Section 17-109 of The Philadelphia Code to create a bid preference for local towing companies when the City contracts for towing services, all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 17 of The Philadelphia Code is amended as follows: TITLE 17. CONTRACTS AND PROCUREMENT. * * * CHAPTER 17-100. PROCUREMENT CONTRACTS. * * * §17-109. Local Bidding Preferences. * * * (5) Award of City Contracts. * * * (d) The bid preference awarded in connection with a bid for City towing services to a Local Business Entity that is a towing company shall be 25%.
