..Title Urging the Mayor to demonstrate his support for the City's non-represented employees by extending to them the same cash bonus that our union represented employees received. ..Body WHEREAS, In October 2004, both the blue collar and white collar municipal unions signed new collective bargaining agreements with the Administration, which included a first-year $750 cash bonus; and WHEREAS, There are approximately 1,400 civil service employees not represented by a collective bargaining agreement but who traditionally have received raises on par with those won by the city's white-collar union; and WHEREAS, To date there has been no communication with these non-represented employees about this issue, and they have not heard at all whether they will receive this first-year cash bonus or any type of salary raise; and WHEREAS, Failing to maintain parity with the unions would have a devastating effect on the morale and efficiency of these civil service employees who are as much a critical component of our workforce as our union employees; and WHEREAS, Our civil service employees should not be treated inequitably simply because they have been put into classes that have no bargaining power, because the City Administration needs to work cohesively as a team, treating each employee as an equal and valued member of the team; now therefore BE IT RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the City Council of Philadelphia does hereby urge the Mayor to demonstrate his support for the City's non-represented employees by extending to them the same cash bonus that our union represented employees received. ..End
