..Title Amending Title 4 of The Philadelphia Code, entitled "The Philadelphia Building Construction and Occupancy Code," by amending Subcode A, Section A-202, entitled "Duties and Powers of the Code Official," by providing that no license or permit required by Title 4 shall be issued or renewed if the applicant is delinquent in the payment of any City or School District taxes, charges, fees, rents or claims, or is delinquent in the payment of certain penalties or fines, all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 4 of The Philadelphia Code is hereby amended to read as follows: TITLE 4. THE PHILADELPHIA BUILDING CONSTRUCTION AND OCCUPANCY CODE * * * SUBCODE "A" (THE PHILADELPHIA ADMINISTRATIVE CODE) * * * SECTION A-202 DUTIES AND POWERS OF THE CODE OFFICIAL * * * A-202.7 Issuance Requirement. No license or permit required by any provision of Title 4 shall be issued or renewed if the applicant is delinquent in the payment of any City or School District of Philadelphia taxes, charges, fees, rents or claims, or any penalties or fines related to the applicant's business for which the applicant is responsible, unless the applicant has entered into an agreement to pay any such delinquency and is abiding by the terms of such agreement. The requirements of this subsection A-202.7 may be waived upon the code official's written determination that the license or permit is required for work needed to correct a violation of The Philadelphia Code, and that immediate issuance of such license or permit is necessary to protect public safety. * * * SECTION 2.
