..Title Honoring Chief Inspector James Tiano for forty years of dedicated service to the Philadelphia Police Department and the citizens of Philadelphia. ..Body WHEREAS, In 1965, three years after graduating from Northeast Catholic High School, James Tiano was appointed to the Philadelphia Police Department. For the first seven years of his career in the Police Department, he was assigned to the Patrol Bureau and the Highway Patrol Unit, as well as in an undercover capacity with the Anti-Crime Teams, before being promoted to the rank of Sergeant in 1972; and WHEREAS, James Tiano has held every civil service rank possible in the Philadelphia Police Department including Lieutenant, Captain, Inspector and Chief Inspector. In April, 2003, he was promoted to the highest Civil Service rank in the Department, Chief Inspector. As Chief Inspector of the Community Affairs Bureau, James Tiano has distinguished himself in improving relations between the Police Department and numerous community organizations throughout the City. He has selflessly served as the Police Department's liaison to the gay, lesbian, bisexual and transgender community and the Asian community; and WHEREAS, In addition to awards from the Philadelphia Police Department for bravery and heroism, Chief Inspector Tiano has received twenty departmental merit commendations. In 2004, Chief Inspector Tiano was honored with the George Fencl Award, an award named after the legendary police inspector and given annually to an exceptional Philadelphia police officer. These awards are evidence of a career built on the principle of compassionate policing and mutual respect between the Police Department and the citizens of Philadelphia; and WHEREAS, James Tiano's ethos as a member of the Philadelphia Police Department for forty years is represented by a strong belief that "One person at a time can make a difference"; and WHEREAS, Chief Inspector James Tiano is one person who has a made a difference! He has earned the confidence and respect of his superiors, colleagues and various communities throughout the City of Philadelphia by exhibiting a clear vision of fairness and equality for all citizens. He has gone above and beyond the call of duty to perform his sworn oath as a police officer in an exemplary manner, and he has always brought pride to the Philadelphia Police Department and distinction to his badge; now therefore RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor Chief Inspector James Tiano for forty years of dedicated service to the Philadelphia Police Department and the citizens of Philadelphia. FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Chief Inspector Tiano as the sincere sentiments of this legislative body. ..End
