Section 21-501 of The Philadelphia Code, entitled "Special Rights, Privileges and Franchises," is hereby amended to read as follows: § 21-501. Special Rights, Privileges and Franchises (1) [Whenever the Council grants to any person any right, privilege or franchise, or otherwise enacts special ordinance at the request of any person, the right, privilege or franchise granted shall not be exercised until that person has paid 200 dollars to the City Treasurer for the costs of the special ordinance and has complied with all the requirements or conditions of the special ordinance.] The fee for preparation, at the request of any private person, of an ordinance granting a special right, privilege or franchise, shall be three hundred dollars ($300).
