May 4, 2006 To the President and the Members of the Council of the City of Philadelphia: I am returning herewith as requested by your Resolution adopted May 4, 2006, Bill No. 060144, entitled "An Ordinance amending the Ordinance approved June 28, 1966 (Bill No. 1845), as amended, known as the 'Philadelphia Housing Development Agreement Ordinance,' and entitled 'An Ordinance authorizing the Commissioner of Public Property on behalf of the City to enter into an agreement with the Philadelphia Housing Development Corporation to provide for low cost residential development and redevelopment in the City and to cooperate in certain housing programs, including the transfer of certain parcels of land, under certain terms and conditions,' by requiring the express approval of Council by ordinance prior to the transfer of any City-owned property pursuant to that Ordinance or pursuant to the agreement authorized by that ordinance," for the purpose of reconsideration by the Council of the vote by which said bill passed Council.
