Calling for the establishment of the Vacant Property Review Committee (VPRC) as the mechanism which recommends the conveyance of City owned properties to any entity designated as a Landbank by the City of Philadelphia (City). And, calling for future acquisitions by the City of Philadelphia, which would be conveyed to the Landbank; as well as those the Landbank may acquire from other sources; to carry a recommendation from the Vacant Property Review Committee; as well as a subsequent Resolution by the respective District Council Representative. And, further that all conveyances by the Landbank to prospective grantees are subject to a recommendation by the Vacant Property Review Committee, as well as subsequent Resolution by respective District Council Representative.

..Title Calling for the establishment of the Vacant Property Review Committee (VPRC) as the mechanism which recommends the conveyance of City owned properties to any entity designated as a Landbank by the City of Philadelphia (City). And, calling for future acquisitions by the City of Philadelphia, which would be conveyed to the Landbank; as well as those the Landbank may acquire from other sources; to carry a recommendation from the Vacant Property Review Committee; as well as a subsequent Resolution by the respective District Council Representative. And, further that all conveyances by the Landbank to prospective grantees are subject to a recommendation by the Vacant Property Review Committee, as well as subsequent Resolution by respective District Council Representative. ..Body WHEREAS, City Council created the Vacant Property Review Committee in 1976; and WHEREAS, the Vacant Property Review Committee process has been a valuable tool for the City to acquire and dispose of property; and WHEREAS, the Vacant Property Review Committee is the mechanism that allows single properties and lots to be conveyed to low income individuals who would otherwise be unable to acquire them; and WHEREAS, it is the duty and responsibility of City Council to provide land acquisition assistance to all residents within Councilmanic Districts in the City of Philadelphia who request it; and WHEREAS, without VPRC, individuals, community groups and other institutions would be unable to access the land disposition process; now, therefore be it, RESOLVED BY THE COUNCIL OF THE CITY OF PHILADELPHIA, Calling for the establishment of the Vacant Property Review Committee (VPRC) as the mechanism which recommends the conveyance of City owned properties to any entity designated as a Landbank by the City of Philadelphia (City).
