..Title Amending Section 9-613 of The Philadelphia Code, entitled "Junk Dealers," by prohibiting junk dealers from transacting business with respect to certain items, making certain technical changes and providing for penalties, all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Section 9-613 of The Philadelphia Code is hereby amended to read as follows: CHAPTER 9-600. SERVICE AND OTHER BUSINESSES. * * * § 9-613. Junk Dealers. (1) Definitions. (a) * * * (b) Utility cover. A cover made of metal or similar material that secures an area on the street or sidewalk in connection with gas, electric, water or other utility service. * * * (3) Prohibited Conduct. No junk dealer shall handle, store, buy, sell, sort, pick or otherwise process any utility cover. [(3)] (4) Penalties and Cease Operations Orders. * * * SECTION 2.
