..Title Amending Title 12 The Philadelphia Code, entitled "Traffic Code," by amending Section 12-102, entitled "Definitions," by amending Section 12-902, entitled "Parking for Certain Purposes Prohibited," to prohibit the standing or parking on the roadway of watercraft trailers or watercraft for the purpose of display for sale or for commercial washing, greasing or repair, by amending Section 12-2405, entitled "Removal or Immobilization of Parked Vehicles; Notice," to provide for towing for certain violations, and by amending Section 12-2809, entitled "Civil Penalties and Costs," to provide for penalties for violations, all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 12 of The Philadelphia Code is hereby amended to read as follows: TITLE 12. TRAFFIC CODE. CHAPTER 12-100. GENERAL PROVISIONS. * * * § 12-102. Definitions. * * * (21) Watercraft. As defined in 30 Pa.C.S. § 102. (22) Watercraft trailer. As defined in 30 Pa.C.S. § 5332. * * * CHAPTER 12-900. PARKING REGULATIONS AND PENALTIES. * * * § 12-902. Parking for Certain Purposes Prohibited. (1) No person shall stand or park a vehicle or watercraft trailer upon any roadway for the purpose of: (a) Displaying such vehicle, watercraft trailer or watercraft attached thereto for sale; (b) Commercial washing, greasing or repairing such vehicle, watercraft trailer or watercraft attached thereto, except repairs necessitated by an emergency. * * * CHAPTER 12-2400. TOWING AND IMMOBILIZING OF PARKED OR ABANDONED VEHICLES. * * * § 12-2405. Removal or Immobilization of Parked Vehicles; Notice. (1) Any vehicle may be removed, by means of towing to the nearest Official Towing Station or immobilized for up to seventy-two (72) hours by means of applying a boot and then towed to the nearest Official Towing Station if not reclaimed, by or under the direction of a member of the Department, or its designated agent whenever any vehicle is: * * * (f) parked in violation of Section 12-902(1)(a), which prohibits the parking of a vehicle, or watercraft trailer upon any roadway for the purpose of displaying such vehicle, watercraft trailer or watercraft attached thereto for sale; or * * * CHAPTER 12-2800. ADMINISTRATIVE ADJUDICATION OF PARKING VIOLATIONS. * * * § 12-2809. Civil Penalties and Costs. * * * (2) Any person violating the following provisions of Title 12 shall, upon a final finding of liability pursuant to this Chapter 12-2800, be liable for payment of the civil penalty indicated, in addition to the costs and fees set forth in subsection 12-2809(1): Code Provision Violation Description Penalty * * * * * * * * * 12-902(1)(a) Disp Veh, Watercraft Trailer or Watercraft for Sale $300.00 12-902(1)(b) Wash Repair Veh, Watercraft Trailer or Watercraft $300.00 * * * SECTION 2.
