..Title Amending Chapter 20-600 of The Philadelphia Code, entitled "Standards of Conduct and Ethics," to prohibit political committees from soliciting or receiving political contributions on behalf of elected City officials, under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: Section 1. Chapter 20-600 of The Philadelphia Code is hereby amended as follows: CHAPTER 20-600. STANDARDS OF CONDUCT AND ETHICS * * * § 20-616. Solicitation of Political Contributions By City Elected Officials. (1) No political committee controlled by, or organized on behalf of, a holder of City elective office, as defined in Section 20-1001 of the Code, shall solicit or receive contributions, unless: (a) such official is a declared candidate for an elective office of any governmental body; or (b) the treasurer of the political committee certifies to the Board of Ethics that the political committee is in debt as a result of the official's election to City office and that such contributions will be used to retire that debt. Any such declaration must provide documented evidence of the amount of the debt, and further certify that the solicitation of contributions will cease once the amount of the declared debt is reached. ______________________ Explanation: [Brackets] indicate matter deleted.
