..Title Amending Section 21-501 of The Philadelphia Code, entitled "Special Rights, Privileges and Franchises," by revising the fee relating to special ordinances and requiring that such fee be paid prior to introduction or adoption of such ordinances, all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHIILADELPHIA HEREBY ORDAINS: SECTION 1. Section 21-501 of The Philadelphia Code is hereby amended to read as follows: § 21-501. Special Rights, Privileges and Franchises. (1) [Whenever the Council grants to any person any right, privilege or franchise, or otherwise enacts special ordinance at the request of any person, the right, privilege or franchise granted shall not be exercised until that person has paid 200 dollars to the City Treasurer for the costs of the special ordinance and has complied with all the requirements or conditions of the special ordinance.] No bill to grant any person a special right, privilege or franchise, including but not limited to any bill authorizing an encroachment onto the public right-of-way or any City Plan change upon private request, but not including zoning change bills, shall be introduced or adopted unless, prior thereto, the Department of Streets shall have certified to the Council that the person for whom such right, privilege or franchise is granted has paid into the Treasury the sum of three hundred dollars ($300). __________________________________ Explanation: [Brackets] indicate matter deleted.
