..Title Amending Title 21 of The Philadelphia Code, entitled "Miscellaneous," by requiring the Finance Director to submit to Council, with the Mayor's proposed annual operating budget, an information technology strategic plan, following procedures to be adopted by the Managing Director, all under certain terms and conditions. ..Body WHEREAS, The City of Philadelphia faces ongoing budgetary pressures due to multiple factors including the broad-based economic downturn, thereby increasing the need for City government to make the most efficient and effective use of its resources and deliver the most value possible to citizens; and WHEREAS, Citywide integration of technology into workflow processes has the potential to save the City hundreds of millions of dollars annually; and WHEREAS, Furthermore, The City can increase efficacy and delivery improved services to citizens by investing in and incorporating technology into all government departments; and WHEREAS, Impediments to the City achieving these savings and improved operations include fragmented information technology infrastructure, duplicative core business application functionality, and a lack of standardized information technology infrastructure - all of which drive up support costs, increase information technology complexity, and negatively impact the City's ability to serve its citizens; and WHEREAS, The City currently is undertaking a significant investment in information technology - $120 million worth of projects funded through the capital program over the next five years - in addition to its ongoing operating budget information technology spending, which exceeds $60 million per year; and WHEREAS, The continued support and successful completion of this significant and necessary investment would be aided by consideration during the annual hearings on the operating budget and capital program of an information technology strategic plan detailing the various technology-related initiatives planned and underway, and setting forth a cost-benefit analysis for such initiatives; and WHEREAS, In June 2010, City Council introduced Bill No. 100492 requiring a five-year plan for technology spending; and WHEREAS, In August 2011, Mayor Nutter's Executive Order No. 12-11 established the Office of Innovation and Technology (formerly known as the Division of Technology) headed by a Chief Innovation Officer who reports to the Managing Director and is required to "establish and annually update a Five-Year Strategic and Financial Plan defining the goals, objectives, budget, policies, procedures and processes, guidelines, standards and service levels for Citywide telecommunications and information technology operation"; and WHEREAS, It is necessary and appropriate to incorporate the requirement for strategic and financial planning regarding telecommunications and information technology into city law, and to expand the body of useful information that will be made available to City Council and the public regarding these topics; now, therefore THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 21 of The Philadelphia Code is hereby amended to read as follows: TITLE 21. MISCELLANEOUS * * * CHAPTER 21-2500. INFORMATION TECHNOLOGY STRATEGIC PLAN. § 21-2501. Required Submission of Information Technology Strategic Plan. (1) Beginning with the submission of the proposed Fiscal Year 2016 operating budget, the Finance Director shall submit to Council, together with the Mayor's proposed annual operating budget ordinance, an annual information technology strategic plan, following the information technology strategic plan procedure adopted by the Managing Director under Section 21-2502. § 21-2502. Information Technology Strategic Plan Procedure. (1) To satisfy the requirements of Section 21-2501, the Managing Director, or his or her designee, shall, by regulation, adopt a procedure for developing an annual information technology strategic plan that summarizes and evaluates the current state of the City's telecommunications and information technology infrastructure and details and analyzes the costs and benefits of the City's plans for the acquisition, management, and use of telecommunications and information technology over the next five fiscal years. The strategic plan, in addition to the requirements under Executive Order 12-11, shall include an assessment of how the City is working to: (a) Improve organizational maturity and capacity in the effective management of telecommunications and information technology; (b) Establish performance management and improvement processes to ensure City telecommunications and information technology systems and services are efficient and effective; (c) Minimize overlap, redundancy, and cost in City operations and workflow processes by promoting the efficient and effective use of telecommunications and information technology; (d) Reduce the cost of City government through the use of telecommunications and information technology; (e) Improve the delivery of City services through the use of telecommunications and information technology; (f) Reduce the amount of paper City government uses, promote the creation and conversion of any records to searchable electronic format, and otherwise advance the goals of becoming a "paperless" City government; (g) Promote the availability of all public records on the internet; and (h) Ensure that an electronic option is available to handle all City employee transactions and interactions between the City and citizens. (i) Ensure that every field on every paper form that the City collects has a digital and/or database presence and that no field on any paper form is not captured digitally. SECTION 2. This Ordinance shall take effect if and when the voters approve the amendments to Sections 2-310 and 6-105 of The Philadelphia Home Rule Charter proposed by Resolution No. 120119. __________________________ Explanation: Italics indicate new matter added. ..End 3
