Transmitting a bill authorizing the revision of lines and grades on a portion of City Plan No. 271 by relocating the southeasterly curbline of Delaware Avenue, from Spring Garden Street to Ellen Street, a variable distance northwestwardly and relocating the southeasterly curbline of Penn Street from Delaware Avenue to Ellen Street, sixteen feet northwestwardly, thereby increasing the width of the southeasterly footway areas of said Delaware Avenue and Penn Street, accompanied by an explanatory letter from the Streets Commissioner.
