..Title Honoring and recognizing Kemel W. Dawkins, Sr. for his extraordinary service and dedication to the development of the minority business community in Philadelphia. ..Body WHEREAS, Kemel W. Dawkins, Sr. is Chairman of the Philadelphia Municipal Authority, a position he has held for 25 years; and WHEREAS, Mr. Dawkins is the former President of Kemrodco Development & Construction Co., Inc. and K D Builders and Managers, Inc; and WHEREAS, Mr. Dawkins has served as a member of the City of Philadelphia Minority Business Enterprise Council, the Board of Directors of the Philadelphia Coalition of Minority Contractors, the Democratic National Committee Small Business Executive Council, the Federal Reserve Bank of Philadelphia Small Business/Agriculture Advisory Council and the Board of Directors of the United Bank of Philadelphia; and WHEREAS, As a 1972 graduate of Princeton in political science, Mr. Dawkins earned the distinction of University Scholar; and WHEREAS, Mr. Dawkins joined the University of Pennsylvania in 1984 as a Senior Methods and Procedures Analyst helping the senior vice president develop the university's five-year, $500-million capital planning process. Mr. Dawkins also developed an annual process to assure attention to capital project requirements for individual schools; and WHEREAS, After three years, Mr. Dawkins was promoted to the position of Director of Construction and Project Management, in which he is responsible for management of all capital construction; and WHEREAS, Mr. Dawkins directed a staff of over 20 professionals and oversaw over 100 projects totaling in excess of $150 million before moving on to serve at Stanford University; and WHEREAS, Mr. Dawkins has created a legacy of great dedication and service. Mr. Dawkins' devotion to the minority business community will forever link him to Philadelphia as one of the City's admirable leaders; now therefore, be it RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor and recognize Kemel W. Dawkins, Sr. for his extraordinary service and dedication to the development of the minority business community in Philadelphia. FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Kemel W. Dawkins, Sr. as evidence of the sincere sentiments of this legislative body. ..End
