..Title Authorizing the Committee on Labor and Civil Service to hold public hearings to review promotion procedures within the Philadelphia Fire Department, as it relates to Budgeted Uniform Vacancies, prior to the expiration of the Published Promotion Eligibility Lists for Fire Lieutenant and Fire Captain on May 25, 2013. ..Body WHEREAS, The Philadelphia Fire Department provides Fire Protection Services and Fire Prevention services to the Citizens of Philadelphia. The Fire Department was allocated the following uniform positions (all funds, including Airport and Grants) for Fiscal Year 2013: 13 Fire Deputy Chiefs, 54 Fire Battalion Chiefs, 1 Special Operations Chief, 105 Fire Captains and 306 Fire Lieutenants; and WHEREAS, The Fire Department has long utilized Acting Officers to train promotional candidates for the next level of employment. The Promotional Eligibility List for Fire Lieutenants and the List for Fire Captain expires on May 25, 2013; and WHEREAS, The Fire Department will have a core group of Fire Officers retire before the end of Fiscal Year 2013 and therefore must hire all budgeted positions. Department Directive 14, and Operational Procedures 19 and 40 outline the Duties and Responsibilities of Fire Officers. And pursuant to Philadelphia Civil Service Regulations 9 (Examinations), 10 (Eligible Lists), 11 (Requisition Certification and Appointment), and 14 (Probationary Period), vacancies shall be filled; now, therefore, be it RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the Committee on Labor and Civil Service is hereby authorized to hold public hearings to review promotion procedures within the Philadelphia Fire Department, as it relates to Budgeted Uniform Vacancies, prior to the expiration of the Published Promotion Eligibility Lists for Fire Lieutenant and Fire Captain on May 25, 2013. ..End
