..Title Proposing an amendment to the Philadelphia Home Rule Charter to protect the dignity and basic rights of the City's Police Officers, Firefighters, Paramedics, and other public safety personnel; and to preserve the integrity of the City's long-term budgeting and planning, by requiring the approval of the Administrative Board and Council before certain interest arbitration awards may be appealed; and providing for the submission of the amendment to the electors of Philadelphia. ..Body WHEREAS, Under Section 6 of the First Class City Home Rule Act (53 P.S. §13106), an amendment to The Philadelphia Home Rule Charter may be proposed by a resolution of the Council of the City of Philadelphia adopted with the concurrence of two-thirds of its elected members; now, therefore, RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the following amendment to The Philadelphia Home Rule Charter is hereby proposed and shall be submitted to the electors of the City on an election date designated by ordinance: Bold italics indicates matter added by this amendment. Appeals from Interest Arbitration Awards No appeal by the City of Philadelphia of an Interest Arbitration Award or any part thereof of a board of arbitration established pursuant to the provisions of the Act of June 24, 1968 (P.L. 237, No. 111), referred to as the Policemen and Firemen Collective Bargaining Act, or the Act of July 23, 1970 (P.L. 563, No. 195), referred to as the Public Employee Relations Act, may be pursued unless such appeal is expressly authorized by the Administrative Board and approved by a two-thirds vote of the Council at each level of appeal. * * * ..End
