Nutter Mayor, City of Philadelphia City Hall, Room 215 Philadelphia, PA 19107 RE: Bill No. 130726- Authorizing the revision of lines and grades on a portion of City Plan Nos. 71 and 238 by striking from the City Plan and vacating Swanson Street from Catharine Street to its terminus northwardly therefrom, striking from the City Plan and vacating Fitzwater Street from Christopher Columbus Boulevard to its terminus westwardly therefrom, reserving and placing on the City Plan a right of-way for sewer and drainage purposes and water main purposes within the lines of Swanson Street being stricken, placing on the City Plan a right-of-way for sewer and drainage purposes and public utility purposes extending from the terminus of Catharine Street, west of Swanson Street, to the easterly right-of-way line of the Delaware Expressway, and relocating the easterly right-of-way line of the Delaware Expressway, from Catharine Street to a point north of Fitzwater Street, in order to conform with the lines established by the Commonwealth of Pennsylvania, all under certain terms and conditions. Dear Mayor Nutter: Pursuant to Section 4-604 of the Philadelphia Home Rule Charter, the City Planning Commission has reviewed Bill No. 130726 introduced by Councilmember Squilla on October 10, 2013. Bill No. 130726 strikes and vacates Swanson Street from Catharine Street north to its terminus, while reserving a utility right-of-way for water and sewer purposes. The bill also strikes and vacates Fitzwater Street from Columbus Boulevard west to its terminus. Both Swanson and Fitzwater Streets at this location are not physically improved or open to vehicular traffic. This bill will permit the assembly of land for a proposed 75-unit Planned Unit Development.
