..Title Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by creating a new Spring Garden /NCA Overlay District in the area bounded by Spring Garden Street, Broad Street, Callowhill Street, and 18th Street, and prohibiting Personal Credit Establishments within the District. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 14 of The Philadelphia Code is hereby amended to read as follows: TITLE 14. ZONING AND PLANNING. * * * CHAPTER 14-500. OVERLAY ZONING DISTRICTS. * * * §14-503. /NCA, Neighborhood Commercial Area Overlay. * * * (10) Spring Garden. (a) District Boundaries. The requirements of this Spring Garden /NCA Overlay district apply to all properties in the area bounded by Spring Garden Street, Broad Street, Callowhill Street, and 18th Street, including properties on both sides of such streets. (b) Use Regulations. (.1) Personal Credit Establishment uses and the expansion or extension of such uses shall be prohibited. SECTION 2.
