..Title Congratulating Kevin Vaughan on his retirement from the City of Philadelphia. ..Body WHEREAS, Kevin Vaughan graduated with a B.A. degree from the University of Pennsylvania in 1977 and received graduate education from the University's Fels School of Government and earned certificates in Executive Education from Columbia University and Harvard University's Kennedy School of Government; and WHEREAS, Mr. Vaughan is a Deputy Health Commissioner and Director in the Office of the Deputy Mayor for Health and Opportunity and he began his public sector career as the Director of Legislation for Councilman Angel Ortiz (1986 - 1992) and has served in a series of executive positions in local and federal government including Executive Director - Philadelphia Commission on Human Relations (1999 - 2000), Region III Director - U.S. Department of Health and Human Services (2000 - 2001), Associate Director - Free Library of Philadelphia (2001 - 2006), Chief of Staff - Managing Director's Office (2006 - 2007), and Deputy Commissioner - Department of Public Health (2007 - 2008); and WHEREAS, Kevin Vaughan has not only had a successful public sector career, he is also a community leader and has served as Board Secretary and Trustee for Lincoln University, Board President of the Calcutta House, Family Planning Council, and International Network of Lesbian and Gay Officials, First Vice President for the International Assoc. of Official Human Rights Agencies, and Board Member of the St. Christopher's Foundation for Children and Mayor's Advisory Board for the City's Combined Campaign; and WHEREAS, Mr. Vaughan has received numerous awards and accommodations including but not limited to the Internal Revenue Service Community Leadership Award, University of Pennsylvania Martin Luther King Award, International Network of Lesbian and Gay Officials Service Award, Commission on Human Relations - Award of Merit, Philadelphia Bar Association Civil Rights Champion, and U.S. Conference of Mayors City Livability Award; and WHEREAS, in December 2013, after a 23.5 year engagement and waiting for state law to catch up, Kevin Vaughan married Charles Kaplan; now, therefore, be it RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor Kevin Vaughan on his retirement from the City of Philadelphia. FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Kevin Vaughan as evidence of the sincere sentiments of this legislative body. ..End
