..Title Amending Subcode "A" of Title 4 of The Philadelphia Code, entitled "The Philadelphia Administrative Code," by amending Chapter 3 entitled "Permits" by requiring a waste collection plan for construction, demolition, or alterations; all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 4 of The Philadelphia Code is amended to read as follows: TITLE 4. THE PHILADELPHIA BUILDING CONSTRUCTION AND OCCUPANCY CODE SUBCODE "A" (THE PHILADELPHIA ADMINISTRATIVE CODE) * * * CHAPTER 3 PERMITS * * * [A-301.9 Waste material notification: Where the estimated cost of construction/alteration is in excess of $10,000.00, the applicant for a building permit shall immediately notify the City of Philadelphia Recycling Office of every hauler who will be handling the waste material generated by such activity. The information required for compliance with this Section shall be determined by the City of Philadelphia Recycling Office and shall include Waste Collection and/or Recyclable Material License number(s). Failure to comply with this requirement shall result in the immediate revocation of the building permit.] A-301.9 Waste collection plan: The applicant for any building or demolition permit that requires the submission of plans must list on the building permit application the names of all waste haulers. Copies of all tipping receipts and evidence of proper disposal must be retained for audit upon request for three (3) years after the building permit is finalized. Failure to properly dispose of construction, demolition, or alteration debris on a project on any size, regardless of the need for a permit, shall result in the suspension or revocation of the Contractor License in addition to any criminal penalties that may be imposed.
