..Title Amending Chapter 9-3400 of The Philadelphia Code, entitled "Energy Conservation," to provide for the benchmarking and reporting of energy and water usage data for certain buildings participating in the Commercial Property Assessed Clean Energy Program, and to make technical changes; all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Chapter 9-3400 of The Philadelphia Code is hereby amended to read as follows: CHAPTER 9-3400. ENERGY CONSERVATION. * * * � 9-3402. Benchmarking Energy and Water Use. (1) Definitions. As used in this Section, the following terms shall have the following meanings: * * * Covered Building. Any building with indoor floor space of 50,000 square feet or more, and any building participating in the Commercial Property Assessed Clean Energy (C-PACE) program; except such buildings as the Office of Sustainability shall exempt by regulation, based on extenuating circumstances. * * * [Office of Sustainability. The Mayor's Office of Sustainability, or such other agency as the Mayor may designate to administer this Section.] * * * SECTION 2.
