..Title Amending Title 21 of The Philadelphia Code, entitled "Miscellaneous," by adding a new Chapter 21-3200, entitled "Business Improvement Districts and Special Services Districts," to establish uniform procedures for the filing of objections by affected property owners against the formation of Business Improvement Districts and Special Services Districts, all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 21 of The Philadelphia Code is amended to read as follows: TITLE 21. MISCELLANEOUS. * * * CHAPTER 21-3200. BUSINESS IMPROVEMENT DISTRICTS AND SPECIAL SERVICES DISTRICTS � 21-3201. Objections. (1) In furtherance of the establishment of business improvement districts and special services districts under the Municipality Authorities Act of 1945 (53 Pa.C.S.A. � 5601 et. seq.) and the Community and Economic Improvement Act (53 P.S. � 18101 et. seq.) and the opportunity for affected property owners to submit objections to the establishment of such entities, objections filed with the Chief Clerk of City Council, Room 402 City Hall, must be filed as follows: (a) Objections must be submitted in writing by U.S. mail or hand delivery within the timeframe established by law. (b) Objections must include: i. The affected property owner's printed name and signature; and ii. The address of each affected property within the proposed District for which an objection is filed. A separate objection per each affected property must be filed. (2) Nothing in this section shall supersede any requirements of either the Municipality Authorities Act of 1945 or the Community and Economic Improvement Act. SECTION 2.
