..Title Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," to revise certain provisions of Chapter 14-200, entitled "Definitions" and Chapter 14-500, entitled "Overlay Zoning Districts," by amending the provisions of the /WWO Wissahickon Watershed Overlay; all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 14 of The Philadelphia Code is hereby amended to read as follows: TITLE 14. ZONING AND PLANNING * * * CHAPTER 14-200. DEFINITIONS * * * � 14-203. Definitions. For purposes of this Zoning Code, the following definitions shall apply; words, phrases, and terms not defined herein, but defined in Title 4 (The Philadelphia Building Construction and Occupancy Code), shall be construed as defined in Title 4. * * * (154) Impervious Ground Cover. Any building, pavement, or other material that substantially bars the natural infiltration of surface water into the soil. Manufactured materials that meet the Water Department's design standards [demonstrated to be pervious] shall not be considered impervious ground cover. [The Commission may promulgate regulations regarding the types of cover that may be considered impervious, consistent with the intent of this definition.] * * * CHAPTER 14-500. OVERLAY ZONING DISTRICTS * * * � 14-510. /WWO, Wissahickon Watershed Overlay District. * * * (5) Setbacks from Watercourses. (a) There shall be no new impervious ground cover constructed or erected within 200 ft. of the bank of a stream or within 50 ft. of the center line of a swale within the /WWO overlay district. Streams and Swales that have been buried in sewer or in embedded culverts, [pipe, or in an artificial, concrete and stone channel,] shall be excluded. (b) For the purposes of this section, � 14-510. /WWO, Wissahickon Watershed Overlay District, the following terms are defined: (.1) Culvert A tunnel, typically embedded so as to be surrounded by soil, carrying a stream or open drain under a road or railroad. (.2) Sewer An underground conduit for carrying drainage water and waste material. * * * SECTION 2.
