..Title Amending Chapter 9-4400 of The Philadelphia Code, entitled "Responsible Business Operations," to expand property owner liability, under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Chapter 9-4400 of The Philadelphia Code is hereby amended to read as follows: CHAPTER 9-4400. RESPONSIBLE BUSINESS OPERATIONS. * * * � 9-4402. Business Owner Liability (3) Where there is nuisance behavior occurring in a parking lot shared by more than one business, any person authorized to enforce the relevant ordinance or statute shall issue the owner of the property on which the parking lot is located a violation notice for nuisance behavior that takes place at any time on their parking lot that is shared by more than one business, provided that the property owner shall not be subject to penalties in connection with an individual incident of nuisance behavior under this Chapter unless the property owner was personally responsible for such behavior. (4) The property owner of a parking lot shared by more than one business that is a chronic nuisance, as defined in this Chapter, shall be subject to the remedies set forth in this Chapter. * * * SECTION 2.
