..Title Amending Title 21 of The Philadelphia Code, entitled "Miscellaneous," by adding a new Chapter 21-3300, entitled "Flag Raisings," to establish uniform standards for flag raising ceremonies, all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 21 of the Philadelphia Code is hereby amended to read as follows: CHAPTER 21-3300. FLAG RAISINGS. � 21-3301. Definitions. (1) City Flag Poles. "City Flag Poles" shall mean flag poles situated at the northeast apron of City Hall and in front of the Municipal Services Building. (2) Ceremonial Flag. "Ceremonial Flag" shall mean any flag which identifies with a specific historical event, cause, nation or group of people, whereby the City honors or commemorates the date, event, cause, nation or people by flying the flag. � 21-3302. City Approved Flag Raising Ceremony. (1) The Office of the City Representative shall be responsible for establishing an application process for reviewing and approving ceremonial flags raising requests. (2) City Council may, by resolution, authorize the display of ceremonial flags on city flag poles as an expression of the City's official sentiments. (3) Flag raising ceremonies shall be conducted in accordance with all applicable provisions of federal and state laws. During an approved flag raising ceremony, one pole shall at all times be used to raise and display the flag of the United States of America. The other flagpole shall be used to raise and display a Ceremonial Flag. The flag of the United States of America displayed during a flag raising ceremony shall be equal to or larger in size and dimension than the Ceremonial flag. (4) Ceremonial Flags shall be displayed for a period of time that is reasonable or customary for the subject that is to be commemorated, but no longer than 30 continuous days. * * * SECTION 2.
