..Title Amending Chapter 20-600 of The Philadelphia Code ("Standards of Conduct and Ethics") by revising and extending the prohibition on retaliation and adding protections against interference with Board of Ethics proceedings, all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Chapter 20-600 of The Philadelphia Code is hereby amended as follows: CHAPTER 20-600. STANDARDS OF CONDUCT AND ETHICS * * * � 20-606. Board of Ethics. (1) Powers and Duties. * * * (j) Retaliation and Interference Prohibited. No [officer or employee] person shall discharge, [or] change the official rank, grade or compensation, [or] deny a [promotion] promotion, or threaten [to do so of an officer or employee] any of these actions, or in any other manner discriminate or retaliate against another person for filing a complaint [with] with, requesting advice from, or providing information to the Board, or for [testifying] otherwise participating in any Board proceeding. No person shall interfere with or obstruct any Board inquiry, investigation, hearing, or other proceeding, nor shall any person interfere with or obstruct any other person from participating in any Board inquiry, investigation, hearing, or other proceeding. * * * ..End
