August 10, 2022 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning without my signature Bill No. 220527, which was passed by Council at its session on June 23, 2022. Bill No. 220527 amends Section 9-212 of the Philadelphia Code by adding provisions related to the removal and relocation of Newsstands. This Bill conflicts with existing authorizations regarding the removal and relocation of Newsstands. Additionally, it could open the City up to the significant costs associated with a lawful removal and relocation of a Newsstand, without the ability to recoup the costs through a posted bond or agreed upon payment.
