March 22, 2023 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning without my signature Bill Number 220973, which was passed by Council at its session on March 9, 2023. This Bill amends the Philadelphia Zoning Maps by changing the zoning designations of land in an area bounded by 17th Street, Indiana Avenue, Broad Street, and Glenwood Avenue. My Administration feels that the proposed ordinance is not consistent with the Comprehensive Plan and not consistent with other plans adopted by the city for the affected area. The Comprehensive Plan recommends ICMX, industrial commercial mixed-use, for this and the surrounding industrial parcels to mitigate the potential impacts related to industrial uses in this area.
