..Title Adding a new Chapter 21-3500 of The Philadelphia Code, entitled "Public Utility Meters," to prohibit provision of a second utility meter by a public utility at a residential property without evidence of a valid housing rental license for the property, under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 21 of The Philadelphia Code is hereby amended to read as follows: TITLE 21. MISCELLANEOUS * * * CHAPTER 21-3500. PUBLIC UTILITY METERING � 21-3500. Provision of More Than One Utility Meter at a Residential Property. (a) No owner of a residential property with three or fewer dwelling units shall authorize or establish more than one meter or more than one service account for a public utility at the property without a valid housing rental license in effect for, or a building permit underlying the establishment of, any unit that is not occupied by the property owner or a member of the owner's family, as set forth in Code Section 9-3902(1)(b)(.2). * * * SECTION 2. This ordinance shall be effective immediately. ..End 2
