..Title Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," to provide for designated transportation network company vehicle stands, definitions and prohibitions, clarifying penalties related to bus, taxicab and TNC vehicle stands, amending violations subject to camera-based parking enforcement, and amending parking violations subject to towing, all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Title 12 of The Philadelphia Code is hereby amended to read as follows: TITLE 12. TRAFFIC CODE * * * CHAPTER 12-100. GENERAL PROVISIONS � 12-102. Definitions. In this Title the following definitions apply: * * * (20.1) Transportation Network Company vehicle or TNC vehicle. A vehicle authorized by the Pennsylvania Public Utility Commission, the Philadelphia Parking Authority or other authorized jurisdiction to provide transportation network service in the Commonwealth and which displays a valid TNC service sign. (20.2) TNC vehicle stand. A place set aside for TNC vehicles to stand or wait for passengers while the driver is logged onto the digital network and is available to provide transportation network service. * * * CHAPTER 12-900. PARKING REGULATIONS AND PENALTIES * * * � 12-907. Designation of Public Carrier Stands. (1) The Department may designate bus stops, bus stands, taxicab stands, [and] stands for other passenger common-carrier motor vehicles, and stands for TNC vehicles when it determines such stands are necessary and justified by traffic conditions. * * * � 12-909. Restricted Use of Bus, [and] Taxicab, and TNC Vehicle Stands. (1) No person shall stop, stand, or park a vehicle other than a bus in a bus stop or bus stand, or other than a taxicab in a taxicab stand, or other than a TNC vehicle in a TNC vehicle stand, except that the operator of a passenger vehicle may temporarily stop therein for the purpose of and while actually engaged in loading or unloading passengers when such stopping does not interfere with any bus, [or] taxicab or TNC vehicle about to enter such stand. * * * � 12-924. Camera-Based Parking Enforcement System. (1) The following violations of this Title 12 relating to prohibitions on stopping, standing, and parking vehicles, shall be enforceable through violation notices based on recorded images produced by a fixed or mobile camera-based parking enforcement system: * * * (e) Section 12-909 relating to restricted use of Bus, Taxicab, and TNC vehicle stands. * * * CHAPTER 12-2400. TOWING AND IMMOBILIZATION OF PARKED OR ABANDONED VEHCILES * * * � 12-2405. Removal or Immobilization of Parked Vehicles. (1) Any vehicle may be removed, by means of towing to the nearest Official Towing Station or immobilized for up to seventy-two (72) hours by means of applying a boot and then towed to the nearest Official Towing Station if not reclaimed, by or under the direction of a member of the Department, or its designated agent whenever any vehicle is: * * * (r) parked in violation of 12-909 (1) relating to parking in bus, taxicab or TNC vehicle stands. * * * CHAPTER 12-2800. ADMINISTRATIVE ADJUDICATION OF PARKING VIOLATIONS * * * � 12-2809. Civil Penalties and Costs. * * * (2) Basic Penalties. (a) Any person violating the following provisions of Title 12, shall, upon a final finding of liability pursuant to this Chapter 12-2800, and except as set forth in subsection 12-2809(2)(b), be liable for payment of the civil penalty indicated, in addition to the costs and fees set forth in subsection 12-2809(1): Code Provision Violation Description Penalty * * * * * * * * * 12-909 (1) Park [Taxi] Bus, Taxicab or TNC Stand $30.00 * * * * * * * * * (b) Any person violating the following provisions of Title 12 in the Center City area, bounded by Spring Garden street, Bainbridge street, the Schuylkill River and the Delaware River, or in the University City area, bounded by the Schuylkill River on the east, University avenue/Woodland avenue on the south, Fortieth street on the west, and by a line along Filbert street, between Fortieth street and Thirty-fourth street, along Thirty-fourth street to Arch street, along Arch street, between Thirty-fourth street and the Schuylkill River, on the north, shall, upon a final finding of liability pursuant to this Chapter 12-2800, be liable for the payment of the civil penalty indicated, in addition to the costs and fees set forth in subsection 12-2809(1): Code Provision Violation Description Penalty * * * * * * * * * 12-909 (1) Park [Taxi] Bus, Taxicab or TNC Stand $50.00 * * * * * * * * * * * * SECTION 2.
