..Title Reappointing Melanie DeBouse to the Citizens Police Oversight Commission. ..Body WHEREAS, Bill No. 210074 (approved June 9, 2021), set forth a new Chapter 21-1200 of The Philadelphia Code, entitled "Citizens Police Oversight Commission," which established the composition and powers and duties of the Commission, an independent oversight agency designed to ensure the just, transparent, and efficient administration of criminal justice in Philadelphia through fair and timely investigation into and oversight of conduct, policies, and practices of the Police Department and its officers; and WHEREAS, Section 21-1203 of The Code provides for the appointment of a Selection Panel to nominate nine members for appointment by Council to the Commission, and that four members shall initially serve for two-year terms and five members shall initially serve for four-year terms; and WHEREAS, Melanie DeBouse was appointed to the Commission on April 28, 2022 and will reach the end of the first four-year term on April 28, 2026; and WHEREAS, Melanie DeBouse has worked diligently to build a strong foundation for the Commission's work and Council agrees with Executive Director Tonya McClary's recommendation that Melanie DeBouse be reappointed as a member of the Commission; now, therefore, be it RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That it hereby reappoints Melanie DeBouse to the Citizens Police Oversight Commission, to serve a four-year term. ..End
