..Title Amending Chapter 17-2100 of The Philadelphia Code, entitled "Conflicts Counsel Contracts", by requiring that certain City contracts dealing with the provision of services for indigent legal defense may only be made when permitted by ordinance where the contractor is the Defender Association of Philadelphia, the Support Center for Child Advocates, or Community Legal Services; all under certain terms and conditions. ..Body THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS: SECTION 1. Chapter 17-2100 of The Philadelphia Code is amended to read as follows: CHAPTER 17-2100. CONFLICTS COUNSEL CONTRACTS. * * * § 17-2102. Council Review of Contracts with Certain Entities. (1) The exemption provided in Charter Section 2-309(6)(b)(.2) for the Defender Association of Philadelphia, the Support Center for Child Advocates, and Community Legal Services is hereby revoked for any contract that: (a) includes, in whole or in part, an expenditure for payment of legal and related services to represent indigent individuals in matters requiring the use of conflicts counsel; and (b) would otherwise be subject to the requirements of Charter Section 2-309(6)(a). (2) Any such contract may be made only when permitted by Ordinance. SECTION 2.
