..Title Calling for the City Council Committee on Legislative Oversight to hold public hearings on the implementation of Charter-change legislation establishing the Department of Planning and Development, and its subordinate divisions of Planning, Zoning, Licenses and Inspection and Housing. ..Body WHEREAS, City Council passed charter-change legislation establishing the cabinet-level Department of Planning and Development; and WHEREAS, The voters overwhelmingly approved the Charter Change in November 2014; and WHEREAS, The legislation created the Division of Planning and Zoning, the Division of Licenses, Inspection and Enforcement and the Division of Housing, to organize the various functions related to the planning and development of construction projects; and WHEREAS, The legislation called for the various Divisions to be consolidated under the direction of the new Department of Planning and Development; and WHEREAS, It is vital that the City properly staff and professionally manage the Department of Planning and Development and its various divisions, to help meet the City's need for job creation and affordable housing; now, therefore, be it RESOLVED, THAT THE PHILADELPHIA CITY COUNCIL, Calls for the Council Committee on Legislative Oversight to hold public hearings on thei of Charter-change legislation establishing the Department of Planning and Development and its subordinate divisions of Planning, Zoning, Licenses and Inspection and Housing. ..End
