Maurer, Secretary PROBLEMS The Chairman asked Mr. Dawson to discuss the legal rights of the Department of Licenses and Inspections as well as those of the Historical Commission, regarding enforcement of applications for building permits for all alterations to certified buildings aside from painting and the procedure when no permit had been applied for. 214 Spruce Street was used as an example. Mr. Dawson outlined the kind of work for which a permit is mandatory, according to the Building Code. Dr. Tinkcom read the Minutes of the February 1960 Stated Meeting, at which Commissioners Wegner and Lindsay were present and at which they recommended that "Building permits be required for all work done on the exterior of a certified building, except painting these, go farther than present requirements of the Code, even when certified buildings are involved. Mr. Dawson and Mr. Miglioccio were unanimous that they knew nothing of this recommendation. After some discussion, Mr. Williams moved that a copy of these Minutes be sent to Messrs. Wegner and Lindsay, asking them to review them in the light of four years practice wherein the Historical Commission, with the aid of L&I has insisted upon the application for a building permit for the installation of doors and shutters, as well as for all other alterations however small to certified buildings. This was so ordered. The Chairman thanked Messrs. Dawson and Miglioccio for coming and excused them. 276 South Third Street. Mr. Lloyd rehearsed the background of this problem. Mrs. Maurer reported on conversations with Mr. Wentzel and Mr. Peterson. It devolved that Messrs. Curtis and Ostroff have been asked to sign an agreement, not to produce plans for its restoration. The design of the latter will, of course, match that of the remaining originals. SUBMISSIONS 225-227 Spruce Street. Drawings are approved. Head House Square. The architects are to be congratulated upon the quality of their drawings. In the interest of having one entirely block completely authentic, when fully restored, the Historical Commission concurs with the Redevelopment Authority in preserving the preliminary drawing marked "S2" for the corner building, 400 S. 2nd, which shows a domestic facade on S. Second Street and a more agreeable one for Pine Street. All other points are approved as submitted. 519 Delancey Street. It was the concensus that glass should be 8 x 10 inches as stated in the survey for 517, which would provide six over six sash throughout. This is borne out by early photographs. Mr. Lloyd agreed to view the premises and the office was asked to cite an example of an existing doorway with more explicit details. Another drawing is required. The Committee will adopt Mr. Lloyd's recommendation. 710 Pine Street. This submission needs further study. The treatment of the door is approaching the typical frontispiece mentioned in the survey, except that the architect has lost the arch head of his first drawing. Another drawing is requested. Jefferson Village. 1013-1015 Spruce Street should have matching door- ways. That of 1013 is correct and is in its original state. 250 S. Alder Street should have eight over eight sash with 8 x 10 inch glass on the first floor. Incorrect smaller sash and frame must be removed. Other details
