MINUTES OF THE MEETING OF THE ARCHITECTURAL COMMITTEE OF THE PHILADELPHIA HISTORICAL COMMISSION 20 October 1976 Present: Theodore P. Swiney, Jr., A.I.A., Restoration Committee, American Institute of Architects, Philadelphia. Rollin L. Federman, A.I.A., Old Philadelphia Development Corporation. Russell Hilton, A.I.A., Philadelphia B Development Authority. Edward Tyler, Historian Patricius Stanckiewicz, Executive Assistant to the Chairman ALSO: George Washington Square West Project Area Committee. Cause of his oldest project to present plans for the renovation of his building's front facades, architect, to present plans for a new addition to the rear of 507 Delancey Street. SUBMISSIONS 1620 E. Moyamensing Avenue, Louis Quintance, contractor. The Committee agreed to recommend approval of the owner's request to demolish and rebuild the front wall of this historically certified building. The structure has been designated a "dangerous building" by the Department of Licenses and Inspections and a notice to repair on church the building has been issued. The new facade should match the adjoining building at 1622 E. Moyamensing. The building, if course, will not be eligible for the society of a Commission plaque without the submission, review and approval of unusually reserved architectural heritage. 125 Cathbert Street, William Eincox, contractor. The Committee reviewed the drawing submitted for the restoration of this building and recommend its approval. It is expected that the pattern crop this been and the family doors in the back opening controls shall gates of iron proportionate in size to those being used in the theatre opening. These will be as a successful, as buildings will not be eligible for a plaque. 600 South Front Street, Ronald A. Ruth, Jr., architect. The Committee reviewed the drawings entitled for the complete renovation of the building and exteriors that the Commission approve them. It is understood that the donated will duplicate the original and that the details of the Commission, provided by the Commission will, will be allowed accordingly. 311 South Elm Street, Otto Opern, architect. Approval is recommended for the architect's plan to install decoy to a existing one in the garden. A facsile of the door building profile is requested for the Commission's file. 534 Delancey Street, J. Santos, contractor. Approval of this plan for a complete restoration is recommended with the exception that a door light between be installed over the entrance door and that the existing and door buildings should follow the detail provided within than the alteration. The Committee recommends the approval of the architect's plan calling for a new addition to the rear of this historically certified building. PROBLEMS 921 Spruce Street. The owner's request for permission to place a flower box on the steps to the corner entrance of this building was reviewed by the Committee and approval is recommended. The flower box will discourage persons from attempting to enter there since there will not be an operable one. The Committee suggests that the architect be asked to submit a drawing of the flower box specifying the construction materials and in- dicting its design. 2107 Bainbridge Street. The Committee agreed that if the Commission decided to conservify this building and if it is then completely and accurately restored, it can be considered for the receipt of a plaque. PLAQUES 126 Catharine Street. Approval of the "Certified Restored" plaque is recommended. 1041 Lombard Street. The Committee reviewed the owner's request and recommended that the Commission not issue a plaque to the building at this time. It was noted that the shutters on the first floor do not correspond to those approved by the Commission; shutters are needed on the street floor; the dormer window is incorrect; the collar entrance has not been properly restored and, finally, the alarm box on the building facade should be removed. 210 Fitzwater Street. This request was held for the receipt of better photographs. 434 Lombard Street. The Committee noted that the restoration as executed does not correspond with the approved drawings on file in the Commission offices. A revised drawing should be submitted for review and approval. Also, the exterior stoop on the upper floors must be removed before a plaque can be issued. 504 South American Street. The Committee recommends that the Commission award this building a "Certified Altered" plaque. 317 Spruce Street. Approval of a "Certified Restored" plaque is recommended. 2116 Green Street. Dr. Tyler inspected the building and found the brick/roof over the first floor windows to be sloppy, the door and frame unpainted and the rainwater conductor not properly fastened in accordance with the drawing on file in the Commission office. U.S. Mint Columns at the Einstein Hospital. The hospital's request for a plaque was revised by the Committee and tabled for further consideration.
